Background of the Study
The integration of Information and Communication Technology (ICT) in education has revolutionized teaching and learning processes worldwide. In primary schools in Gwaram LGA, Jigawa State, ICT facilities such as computers, internet connectivity, and interactive learning tools are increasingly recognized as essential for enhancing the quality of education. The availability and effective utilization of ICT in schools can bridge the gap between traditional teaching methods and modern pedagogical approaches, thereby preparing students for the demands of the digital era (Sani, 2023). Recent educational reforms have prioritized the expansion of ICT infrastructure in primary schools, aiming to foster a more interactive, engaging, and inclusive learning environment. In Gwaram LGA, efforts have been made to equip schools with basic ICT facilities; however, challenges remain in ensuring that these resources are fully utilized to their potential.
Studies indicate that the effective use of ICT in education not only improves student engagement and academic performance but also enhances critical thinking and problem-solving skills (Ibrahim, 2024). In primary schools, where foundational learning occurs, the integration of ICT can stimulate curiosity and support differentiated learning, catering to the diverse needs of young learners. Nevertheless, there are significant disparities in the availability and utilization of ICT facilities across schools in Gwaram LGA. Some schools have benefited from donor-funded projects and government initiatives that provide modern computers and internet access, while others continue to rely on outdated equipment or have limited access to such resources (Umar, 2024).
Additionally, the utilization of ICT is often hampered by inadequate teacher training and a lack of technical support, which can result in underutilization of the available facilities. Teachers who are not well-versed in integrating ICT into their lesson plans may resort to traditional teaching methods, thereby negating the potential benefits of modern technology. Furthermore, infrastructural issues such as inconsistent power supply and poor internet connectivity pose additional challenges in maximizing the use of ICT in educational settings. This study seeks to assess both the availability and utilization of ICT facilities in primary schools in Gwaram LGA, providing insights into the factors that facilitate or hinder effective integration, and offering recommendations to enhance the overall quality of education in the digital age (Chukwu, 2025).
Statement of the Problem
Primary schools in Gwaram LGA, Jigawa State, face considerable challenges regarding the availability and effective utilization of ICT facilities, which are critical for modern educational practices. Although there have been numerous initiatives aimed at equipping schools with computers, internet connectivity, and other digital tools, the distribution and functionality of these resources remain uneven. Many schools report having ICT facilities that are either outdated or not functioning optimally, limiting the potential for integrating technology into the learning process (Abdullahi, 2023). Moreover, even where ICT resources are available, their utilization is often suboptimal due to a lack of trained personnel who can effectively incorporate these tools into daily instruction.
Teachers in several primary schools are inadequately trained in the use of ICT, which hinders their ability to leverage technology for enhancing student engagement and learning outcomes (Bello, 2024). This gap in professional development means that available ICT facilities are frequently underused or misused, thereby diminishing the intended impact on educational quality. Additionally, infrastructural challenges such as unreliable electricity supply and poor internet connectivity further exacerbate the problem, making it difficult for schools to maintain and operate their ICT equipment consistently. The cumulative effect of these challenges is a significant discrepancy between the theoretical benefits of ICT integration and the practical realities in many primary schools in Gwaram LGA. Addressing these issues is critical to ensuring that ICT can serve as a transformative tool in education. This study aims to evaluate the current state of ICT facilities in primary schools in Gwaram LGA, identify the barriers to their effective utilization, and propose recommendations to enhance their impact on teaching and learning.

Scope and Limitations of the Study
The study is limited to primary schools in Gwaram LGA, Jigawa State, focusing solely on the availability and utilization of ICT facilities. Data will be collected from selected schools, and the findings may not be applicable to other regions.
